The Council is able to delegate many of its powers and duties under Section 44 of the Local Government Act 1999 and other Acts to the Chief Executive Officer.

The CEO has the authority to sub-delegate many of these powers and duties to Council staff. These are referred to as Sub-Delegations.

Purpose

The primary purpose of delegations is to facilitate an efficient and effective organisation by allowing decisions to be made by the staff who carry out day-to-day operations. This allows the Council (ie the Elected Member body) to place a greater emphasis on determining the overall directions and policies of the City of Norwood Payneham & St Peters and on monitoring performance.

The Council’s delegations are required to be reviewed within 12 months after the conclusion of a Local Government election.
