Smart City

The City of Norwood Payneham & St Peters has already started its smart city journey.

As a smart city, the City of Norwood Payneham & St Peters will join global leaders such as London, Toronto and Tokyo in using infrastructure, innovation and technology to improve liveability in the City.

The Smart City Plan sets the long-term vision, direction and objectives for our future as a smart city.

The plan includes a framework for the Council to plan, design and accelerate the deployment of smart city technology for the benefit of the community and business.

Annual progress updates

The Council has completed a number of projects that align with actions in the Smart City Plan.

Smart City Progress

  • Thermal Imaging Cameras

    Completed

    Deployment of thermal imaging cameras available through the Council Library borrowing inventory including instructions to enable citizens to undertake “energy audits” of their households and make changes to save energy.

  • Ride Share options

    Completed

    Hosting of Flexi-Car share cars in publicly accessible locations in Norwood and Kent Town, with other locations still under investigation.

  • Smart Irrigation

    Completed

    Additional 21 Hydrawise System irrigation controllers installed, completing the deployment of Smart Irrigation at all Council owned and managed Reserves.

  • Low-emission Council vehicles

    Completed

    Transitioned the Council’s fleet to low-emission vehicles.

  • Smart parking pilot

    Completed

    Partnered with eSMART 21 to undertake a Smart Parking Pilot Project in the ground level of the Webbe Street car park (used technology to monitor 6 car parking bays).

  • Online development applications

    Completed

    Transitioned to electronic assessment of development applications via the State Planning Portal.

  • Free public Wi-Fi at Norwood Town Hall

    Completed

    Access to free public Wi-Fi for Norwood Town Hall visitors.

  • Six electric vehicle charging stations

    Completed

    Received approval for the installation of six electric vehicle charging stations.

  • Norwood Town Hall goes solar

    Completed

    Solar panels installed at Norwood Town Hall.

  • Smart koala crossing

    Completed

    Koala Crossing with remote monitoring capabilities installed on William Street, Norwood.

To help realise our smart city vision the Smart City Plan is guided by the following five core principles.

These principles will shape smart city thinking and action, ensure community focus, and allow us to adapt to new opportunities.

Innovation Server and Access Staff

The Council welcomes innovation.

We will:

  • encourage new ideas and ways of doing things in our City
  • experiment, test and trial new technologies and services
  • build innovation capacity and confidence
  • use innovation to ensure our City makes the most of new technologies, creating jobs and opportunities into the future.

The Council is committed to sustainability.

We will:

  • mitigate and adapt to climate change
  • conserve and protect our environment
  • improve the management of our natural resources
  • empower our community to advance sustainability
  • deploy new technology, data and innovation to create a more sustainable and resilient City.

The City will focus on smart city education and training.

We will:

  • increase the smart city capability and capacity of our citizens
  • empower our community to take part in smart initiatives
  • unlock community potential through co-design of services
  • use education and training to enable our citizens to play a key role in the development of our Smart City.

  • place our citizens at the centre of smart planning and development
  • foster a culture of inclusivity and participation
  • encourage all local stakeholders to participate in our smart city journey
  • use collaboration, inclusivity and participation to ensure our smart city development remains aligned with local priorities in our City.

We will:

  • use best practice to manage the risks inherent with smart technology and data collection
  • use robust frameworks to ensure that only high-value data is collected by smart technology
  • foster open and transparent conversation with our community
  • use security and transparency to help our City to remain a safe and welcoming place.
